What does 8% community card mean or in reference to?

Ring has an 8% apr, $0 bt fee and $1 cash advance fee. What makes it very unique is it has its own community where users get together and discuss,vote on different things regarding the card.

From my experience and what I have seen, as long as you don't have a lot of new accounts,inqs,you have at least a year of revolving history,decent fico(close to 700+) and if you have any baddies(1 or 2) they are very old. Do you have a card with Barclays already?
