How likely is my mom to get this card with no credit card history? Her ficos are in the 720+ range and all she has is a loan that has perfect payment history for 3+ years. There arent amy negatives on her credit. She had a BK about 5 years ago and pretty sure she never had a us bank card before. I've just never seen anyone here get this as a first card but I'm sure most of us didn't know about it when we first started. So of course she is 0/24 so that would be in her favor. Should she apply for it? I was also thinking about the evergreen rewards visa but my first choice for her is the US Bank but I'm just asking if there are any data points for getting it with a thin file and 0/24.
She was pre-approved for the evergreen visa for $5,000 from the soft pull. I haven't seen any data points for this card with a thin file either though.
I only want to get her one of these cards not both.
Although anything is possible, I haven't seen any recent DPs with USB Cash+ be a first approved card with no other revolving tradelines present, aside from any installment loan(s). *If* she were approved I would imagine the SL might be $500, but maybe others can chime in with similar experience.
Was the BK Ch 7 or 13? And, aside from the BK from five years ago, are there any other negatives present?
As far as FNBO, keep in mind those pre-qualified online offers are not guaranteed 100% - mixed results on denials and approvals.
She dont have any negatives.

Could you please clarify?
Your first post states "BK five years ago", but this one "She dont have any negatives"

BK is the worst negative you can have though?
If she has the BK reporting and nothing else, she's going to need to get a card from the likes of Capital One or something most likely regardless of the score. Scores don't get you approved, your profile does, and she doesn't have much of one right now.

But that contradicts the "BK from 5 years ago." If the BK is only 5 years old, it would still be reporting even if was only a BK13.
