YES.

I have one.  5.5 years post BK.

Started at $3,500 and got $900 CLI maybe 8 months later.

Not a huge SL or CLI but better than nothing.

Of course, YMMV.  

At time of approval 700ish FICOs.

I was approved for the card with BK13 still reporting. Got it up to $7,500 now and they pulled EX for me.

Just make sure they weren't included, or any of the banks they have aqcuired over the years.

Although this thread is a bit old, when I applied for their Cash Wise CC last year, they pulled TU and SP'd EX.  So, it can vary.
