I'd wait at least 6 months from when you got rejected
consider also opening up wf checking/biz checking (they current have promotions to earn bonuses) to increase your odds if you're dead set on BILT/Wf
You have a very young, thin profile along with 4 inquiries, which could be flagged as excessive credit seeking. For those reasons I'd say your chances for an approval aren't very good. I agree you should wait, allow your accounts to age (to over a year old) and let some of those inquiries fall off.

Inquiries take two years to fall of your credit report. But after only 12 months they no longer affect your FICO score.
When you apply for a credit card, the issuer will pull your report(s) and see all inquiries from the last two years and can make it's own judgment about those inquiries. So 0/24 is better than 0/12 is better than 0/6 is better than 0/3. So you don't need to wait until your report is inquiry free, but the longer you wait the better your application will look.
Someone with an old and thick file can get away with a lot more inquiries than someone with a young thin file. And there's no hard and fast rules -- YMMV as they say.
You'll have a much better chance at getting approved for your next credit card application when you're 0/12 inquiries and 0/12 new accounts.
In the meantime, try to grow the limit on your Discover card by using it a lot and paying it off in full at least every month. Request credit limit increases every few months or so.
