Unfortunately I do not have experience with those banks to give a good answer. 

Citi I think gives you SP language every 6 months

Chase might be hard pulls every time

my only com card doesn't allow for increases

Citi allows a credit limit increase every 6 months. The langauge on the webpage to make a request should indicate if the request will result in a SP or a HP.
