What should be her next steps?
Unless she's looking for another credit card to apply for she should just garden and let those cards age.
If she’s eligible for Navy Federal, never too early to start that relationship. Otherwise, I agree with simplynoir that it’s time to hit the garden.
It sounds like she’s off to a good start. I don’t think she needs any other cards at the moment.

I'd consider if I were her to grab a Disco this year and add 1/2 per year going forward reevaluating what is a good fit for her each year.
She'll end up with several accounts that if kept in good shape with give her a long term firm hold on both length of credit history and AAoA.
In general I would suggest cards in all the 4 major networks and relationships with the major banks/CU's.
As always, good credit and spending/budgeting habits are necessary to prevent all this from becoming an albatross.

Let her accounts age.
I agree that she should let her accounts age. Adding more accounts at this phase will not help her really. She should also join this board and spend some time reading from our mistakes/successes. Credit is one thing that isn't taught in schools that is an essential life skill.
