I'm sure. I even double checked but the documents were for the denials. I did check my email and found that I received it on 10/16 so now I know.

Are you sure about that? There should have been a letter dated on the day in October 2017 when you made your successful application reporting your approval. When I got my own CLI just now, the popup told me I would be getting that letter in my statements-and-documents folder soon.

Just FYI, if all else fails you can also reach out to a Capital One CSR via chat or phone and they can tell you the exact date of your last CLI.
Did you check the link to "View Online Documents"? If it exists, it should be there. After loging into your account, click on More Account Services and you should see a link to "View Online Documents."
That said, just because they have not given you any auto increases, does not mean you are ineligible. Have you tried requesting one online?
You can request an increase when your card is three months old. From Capital One's CLI FAQ…
Some accounts aren't eligible for increased credit lines upon request. Accounts that are usually ineligible:
- Are less than three months old.
- Are secured credit cards.
- Have received a credit line increase or decrease in the last six months.
- Even if your account does not meet either of these criteria, a credit line increase may still be declined for other reasons.
