Where to try for SL on higher side?

Hello, newbie here.  I have searched and searched and haven't really found the answers I need.  I want to do a BT to a 0% intro card, but the balances on my 2 cards is pretty high--$10K--so I need either one card with a high SL or 2 BT cards with decent SLs (if that's possible).  I got mailers for both Barclay RIng and Discover It at 0% intro for 14-15 mos and no transfer fee.   Discover offers ongoing rewards that are nice, but word on the street is that they are pretty conservative with their SL.  I'm also looking at BankAmericard and various Citi products as options.  The 21mos 0% at Citi is tempting, but I get the impression they're conservative with their SL too. ??  PenFed looks interesting.

Does anyone have any insight into who might be my best shot at a >$10k SL?   I'm trying to make the most of my HP.  My scores today are FICO 8 - EQ 739, TU 727, EX 728.  I expect that to go up a litle when they are reported next since I just went from 45% util to 32%.  I'm trying to pay my cards off as cheaply as possible and then keep utilization way down.  I started lurking on these boards a week ago and have learned so much.  I never understood credit or how to properly use CCs before.  I'm fixing that now.  I currently have a Chase and an Amex.  That's why I didn't include them as BT options.  I welcome your wisdom in helping me decide.  Thx

I don't think I'm eligible to join Navy Federal.  I'll have to look into it further.  Thank you

No matter what card you apply for, your starting line is totally100% contingent on your credit profile. Certain cards like chase sapphire preferred require a so of at least$5K or CSR requires $10K but you have to meet the criteria to qualify. If you have no CL above$5K you might have a hard time qualifying. I see people getting approved Chase Freedom as low as $500 I just got approved $16900 but I have several cards over $10K. I don't know why people still think a particular card just gives out a big SL as "policy", that's counter to basic underwing standards. Hey let's just give out 5 figure SL to anyone!

Don't assume you can't get disc decent line by "the word on the street". Look over YOUR profile very carefully and be honest with yourself in determining your credit worthiness.  I've seen people get disc approval $1000 and I've seen instant approvals for $20000! Don't assume what underwriting is going to do based on some else's profile! You don't work for discover underwriting.

Re: Where to try for SL on higher side?

Very true, and I understand that, which is what has made this question very difficult for me to compose.  The SL on my 2 current cards were 10k and 11k(now 21k).   My question is more about who from my list is known to ever give out big SL and who almost never gives out a big SL.  KWIM?  I want to make my HP count if I can have any control over any part of it.  I saw this talked about a lot on here when I searched, but the amounts needed were always much lower than mine.  I know many give CLI easily, but that doesn't help when the BT offers have a very short window.  (Or am I misunderstanding how that works?)  The idea of having a new card with high utilization bothers me, but not as much as paying $1-2k in interest if I can avoid it.  If I never got another card, I'd be fine, but I want to give it a try.  Thank you for the replies.
