Not necessarily. For me all my cards but Barclays Sallie Mae ended up with this message and look at my signature - all approved. I have to admit some might have given me the 30 days or so answer. Because I usually do not get instant approvals I never paid that much attention to the time frame received. The latest Fidelity Visa was for sure 7-10 days with Elan and got approved today. Good luck! You might want to call. For me I prefer to patiently wait for the results.
