I was approved back in September for BCE with 670 score, 6% util across all lines but I had one with 0% interest that I did a balance transfer on at 50%, he should be good. Good luck!
Any negatives? I personally think he should try to get his score up around 700-710. Has he been that high before?
I got approved for the Delta SkyMiles AMEX in July 2013 with a card at 90% ($11,500 owed) and one at 62% (7k owed) with a $2k limit for the new AMEX.
$50k total open balances at that time, 51% total utilization.
possible just not the best terms or CL.
I agree with CC, you may get the card but with crappy rates and a toy limit to juggle with.

I'll second that. My EXP when I was approved for the BCP was in the 670s, my overall util was 5-6% but I had one card right at or above 50% UTIL, the APR they gave me was pretty high and my limit was $4500 when my Delta Gold was at a lower APR and $9,000...

Agree with others. Should not be a problem. 1 card at 50% and overall under 20% would be fine. Also long ago Amex lowered their lending standards to be competitive. No long required to have over 700 scores to get in the door. Imo 665 would do it. maybe not a high limit but foot would be in door for later down the road. I know that is path i took anyway. last year got in with 663 experian score. $3500 limit. The same card is at 20k now. My overall utilzation is at 15% and i have one card at 71%. My Quicksilver due to a BT. Amex has not blinked an Eye at all. My scores did take a 24 point drop across the board because of the one card. But i don't care. The balance is falling fast. So in no time at least on that card. My scores should rebound.
