I recently (3 days ago) applied and was approved for the Red Card. I however tend to always keep my utlization below 10%; they pulled my TU which right now is fair (660).
The moment you said the words "maxed out" the probably yes answer I was going to give you became a definite no.
TD bank is a stickler on utilization
I would go for the debit version. Loved mine!
I really just got the Credit version because I could and to see if they would approve me (Also the hope of a MasterCard upgrade one day)
I believe with the debit they will establish an internal limit that they will not let you go over. I read somewhere that they would decline transactions if people went over this "limit" even if the person had enough money in the bank at the time.
Whenever I applied initially they requested the password to my bank account if I remember correctly so they could check to see how much money was in my account and verify I owned the account. (This was in 2015)
Also, it used to take 2-3 days for the charges to clear my bank account; therefore, it is important to make sure the money will be in the bank and to carefully balance your checkbook. (They charge returned payment fees if the charge gets to the bank and there is not enough money in the account.)
