can i always  put on application for cc my spuse for income besides mine ? like credit unions  and if they as for proof i'll provide the stubs

Yes you can put any income you have reasonable access to on the application. I always put our combined income. I've never been asked for POI

Its usually household income if your married. Doesnt have to be just yours.

It depends on the issuer.  Most of the majors accept household, but many credit unions don't (unless your partner wants to be a co-borrower).  If you have a particular credit union in mind, you could reach out to them to check what they will accept before you apply.

Makes sense, PenFed was my first encounter with this issue. Recently asked for CLI. "Conditionally Approved" pending POI. I asked UW if household is fine, as that's what I usually report, and was told "Maybe". They wanted my income, then might accept my spouses if needed. Sent my stubs, and was denied after 2 days of silence. Wish I has asked first...
