I am so happy today!! I FINALLY got it with a CL of 5K WOO! APPARENTLY the system might have been updated cause I never got to the ID page (maybe that was always there?) I tried once and it didn't work - with my current address ( i move a lot for work) BUT then I did it with my Lisc addy. Got approved WOOOOO

Sorry I should have been more clear. The last time I applied was a few months ago ...and this time I got to the ID Verification Page before approval. Last time, I didnt even make it to the ID Verif page. So I don't know if thats always been there or not.
Its just been a long freaking time trying to get this card and I really think its cause I wasn't putting the address that was on my lisc and was always putting where I currently lived haha.
I would wait 60-90 days and then try again for you maybe? Best of luck.
