I was approved for the Hilton Honors Surpass card with $4000 SL. As if the starting limit wasn't insulting enough, they immediately reduced my current BCP card limit from $41,600 to $37,600. They reallocated part of my BCP CL to the Honors card that has an AF of $95. I kind of feel robbed and cheated. I was also surprised the approval was a HP - it took 6 points out of my credit score.

In my experience, BofA as well.
I was originally declined for my Unlimited Cash Rewards card because I was at the max exposure with BofA.
I called in and the CSR let me know I could be approved if I re-allocated limit from one of my cards - so I did, without second thought.
I'd rather be approved for the new account and be able to grow it in the future vs flat out declined

Congrats on the approval. They should have at least warned you about the 4K reallocation because I'm not sure you would have still wanted the HH card.

It doesn't seem like such a bad result to me. You've got the card. You can easily move limits around. You can easily apply for soft pull CLI's. And a hard pull for a new credit card is the norm just about everywhere except American Express.
So if I were you I would chalk it up as a win.
