Back in with Synchrony after Burning them CH13

I received a preapproval offer from Venmo for their Visa.  I didn't realize it was Synchrony Bank when I did the soft pull, but it approved me at $900 CL.  I burned Synchrony in 2017 for probably close to $10k. I had Amazon, Sam's MC, and Lowe's.  I am shocked they are so forgiving.  Now if only AmEx was so forgiving LOL...

Congratulations! How did you receive a SP pre-approval? Was it an offer THEN you either accept or decline?
