Growing your cards to bigger limits is profile and lender specific. But generally, use and pay all your cards on time, clean up your credit reports if you have any baddies, allow your cards to age, etc. For many lenders, as your score grows and you show that you use their cards, your CL can grow through manual or auto CLIs! However, again, this depends on the lender.
Congrats on your Navy approval!
As for higher limits - it's going to take time and improvement in your profile.
Disco and Navy tend to be pretty generous, your Citi could graduate with responsible use and while **bleep** won't grow as fast, it can grow nicely, as for Cap1 - they are known to "bucket" your cards based on the profile you have when you get them (they'll reach a cap you can't get past).
Gardening is just sitting on your cards, letting your tradelines age, and not applying for new credit. These (along with paying your cards every month and watching your utilization) are tried and true ways to improve your profile and score.

There's not a lot of info out there regarding what Citi likes for the secured card.
I have one and I don't use it heavily (since there are no cashback or point benefits), though I do use it every month - I just keep my balances reporting at <28.9% (I do not practice AZEO, and I only make sure to report less than 30% on individual cards). Citi will start account reviews at 11months and it's possible to graduate early, but no one seems to know exactly what they're specifically looking for as far as usage. I imagine they must like swipe fees and paying on time, though
Congrats on the approval. Low limit currently but will grow over time. I would definately SD the Cap One and Merrick cards. My wife had a Citi Secured card, it graduated at 11 months however, YMMV
