My AF has been permanently removed and has been updated to show a $0 balance on the card instead of the $39 fee. They wouldn't budge on the CL, but at least I don't have a fee for having $300 limit.
Capital One has been extremely generous to me over the years. Pay on-time and over the minimum and they seem to reward you handsomely.

I got this card in 11/2013 for a $500 limit. I called to recon after approval and was told I was enrolled in the credit steps program. Fine, I was just happy to have a credit card that wasn't secured.
Credit Steps basically means in 5 months (of on time payments), you'll get bumped to the next limit which in my case was $750. With this card, I have 0% interest so I use frequently, pay often, but carry a small balance. Long story short, I didn't get bumped to $750 this month, I got bumped to $2,500. I say all that to say: don't be discouraged by the low limit for now. Use it wisely, pay more than the minimum, and it should pay off in the end.
