At least thats how I remember Amex PC policy.
It's AF to no-AF or no-AF to no-AF.
Yep! You are correct.
I did some reading and apparently the 13 month rule no longer is enforced at Amex. I certainly haven't had my card for 13 months and they seemed more than happy to change the card to something that I would rather have. I think they are just becoming more customer responsive. I do admit they did try and point out some other cards with fees that might benefit me.

I find this hard to believe as the 13-month rule is a consequence of federal law.

Same here. Did they change you from a your Delta to another fee card?
I read the whole card act last night and truthfully find nothing pertaining to AFs. Well when I say read I read parts of it, skimmed other parts, and used search to find AF in the document. Now remember, the card is intended to protect consumers from banks changing things, not really intended to stop consumers from changing things.

I didn't actually get it changed as of yet. I would have at the time, but because I also got a lower APR it would not allow other changes until the update. Now I am waiting for my AU to decide between the BCE and the BCP. I am actually building all my credit for a future date. I don't need and can't use all the cards I currently have so I let my sister use them while she builds up from her bankruptcy. I can't use them since I currently work overseas, I want them for when I return. I also want them to have good limits and have good cards. In this way I choose the best ones and SD the others.
They did however tell me I could PC to whatever I wanted, they didn't seem to have an issue with any product, however there might be some that they might later tell me I couldn't have. I would imagine something like the Palladium might be an issue. However, I have no desire for a hefty fee card, the BCP would do fine for me as I think it is the best card for the cost. I might even actually get two and break down and apply for the second one later, either in June or next year when I return.
