Are there any services that allow you to use your AMEX card to send cash (like a Western Union)?
Short answer: I suppose you could use PayPal.
If you do this, don't be surprised if they FR you or close your accounts. Banks don't like when you do stuff that looks like you're trying to get around their cash advance policies, or worse, using them to launder money. Amex is particularly sensitive to this.
I would back away from that choice quickly, but if you decide to do it be on the lookout for a FR
Maybe you chould get a cash advance then use Western Union to send the cash? I'm not sure and it would obviously be very expensive, but maybe worth it if the situation is desperate enough (like your kid is in jail and needs bail or something).

Not exactly cheap, but you could actually just use your Amex card to send cash through Western Union. Depending on cash advance fee, grace period (usually none), your APR, and the amount of time it would take you to pay it back, a cash advance on the card is also an option, then you could either send it Western Union or do a bank wire. Neither of those options are exactly cheap, either.

I wouldn't suggest using AMEX for a cash advance ever. Your asking to be flagged.
Use a credit union card for a cash advance and send money if you have one.
If it is a one time thing, you can buy an Amex Gift Card online from Amex (they don't mind that) and load it into Venmo or something similar, and send it that way

I would not recommend getting cash advances on any Amex card unless you are in an emergency situation. A few months ago I applied for a CLI and it was denied. When the letter arrived it stated "You have taken a cash advance within the last year."
