It's called making paying it back a condition of getting new credit. Amex does this all the time. Expect it.
You may be able to get back in with Amex after a while if you included them in a BK and never paid them.
I wouldn’t be expecting a 10K SL though. Even if your credit profile now supports 10K CL’s I don’t think you will see an approval over 2,000 to start off with.
28K is a pretty decent sized loss for Amex and I’ve seen reports of them asking for repayment on 1K owed in order to get a $500 CL

Well, OP could explain to Amex "Yes, I know you don't like that I burned you for $28K, but I burned one of your major competitors for more than 3 times that. Doesn't that deserve some credit?"
