I'm going to apply for an Amex next month. I'v paid off all my balances. Does it factor in at all if I have outstanding charges on my PRG account if the statement hasn't cut yet? I don't see why it would make a difference in the approval, but would Amex add my current charges against my overall util on my credit report and have it result in a lower credit line? I can put these charges on another card, but I'd rather just throw it on the amex. I want to get the highest initial credit line possible.
Won't make a difference
How much is outstanding, not yet paid, that you are concerned about?

Its not charged yet, would be like a $500 or so charge. Wont have time for it to post and pay it off etc before apps though. Not a huge amount but was just wondering if it could move me into a different category in terms of credit line I would get.

For that amount it will be absolutely no issue, other than adding another positive month to your charge-and-pay-on-time history. Even if it is left on the card.
I went through the 3X CLI with a non-zero balance on my Delta card. Earlier this year apped for and got the Platinum Delta card with activity on the Delta Gold card. AMEX realizes you use the cards. People who get too focused on getting their cards to zero are wasting effort, IMO. The banks don't care, as long as you are paying within terms.
And as to the amount of CL you will get? I doubt the current balance makes much difference, except in my case where there are large total balances outstanding. And the thing about AMEX is, regardless of the CL you get, you just go through the 3X CLI routine later to get the CLI.
Good luck!

Yes, this is kind of what I was thinking as well. Of course, when I am are the one apping I start over analyzing things sometimes and wanting everything to be as perfect as possible.

There are so many options and variables to consider, that thinking through the choices is an important process. Regular-spend open balances, though, aren't much of a factor.
wont make a difference what so ever. just that simple. many myfico members just in fear. as i tested that theory last month. got cli with balance and found out many many others here as well. so its no big deal. if you have balance or not. how you pay is the most important.
