Good call! BofA is similar to Citi and can be fickle with SCLs; although, the CL can grow rapidly through quarterly CLIs. YMMV!!!
Actually Discover is one that will let you BT your whole available CL. So in hindsight it might have been a better idea to use other cards for those purchases. I'm guessing they were during the 5% categories, otherwise I can't see the benefit of using Disco over other rewards cards in general spend.
The only issue I see with a BT of that size would be UT, and depending on the person's profile may not get a sufficient SL to cover it on just one card. So you might have to app more than one in order to accomodate the full $10K.

Yeah, that would make sense, but somehow a loan seems more "serious" to me lol. Plus they don't tend to offer 0 APR, do they?
As for BoA, they really don't like something in my profile. I've been denied three times by them when my credit was better than it is now.

This was going to be my honest suggestion as well. I've done multiples of the amount you're looking to transfer with BOA. If your profile and income support it, their starting lines aren't always small.
To answer your question, the sole lender I am aware of with a limit on BT amounts is Amex. Everyone else would allow me to transfer right up to the limit.

Yeah this is my primary concern. That's why I so wish Amex didn't have a BT limit. I have plenty of available credit with Amex lol
