I think you'll easily be approved by Citi. I'm just concerned about the SLs, which normally aren't world shattering.Its highly unlikely the Citi card will be high enough to cover that BT.
I think I may have had one or two prequals for Citi. Nothing in several years. And I have 6 CCs with them.
The prequals mean nothing.
Suck it up buttercup and get that Navy CC. You may not need to send anything into Navy besides DL.

Penfed in my experience isn't great on CC credit limits, especially new members. What's your experience with Capital One? Cap One loves me for some reason, they gave me a Quicksliver w/$10k CL in 2014, and then another QS w/$10k CL in 2016. I combined the 2nd one with the 1st card in 2017 for a $20k CL and did $9500 BT in 2018. (Cap One no longer combines cards) I sure got deluged with personal loan offers when I was carrying that balance!
A Personal Loan might be an alternative, I see in the Personal Finance forum 5.99-6.99% approvals for up to $25k from Penfed and Lightstream.

Well I suppose you could say CapOne loves me, or at least it did in the past lol. I've opened and closed five CapOne cards, the last one being closed well over a year ago. I don't know how many shots they'll give me before they say, "wait a minute..."
FWIW, the CapOne prequal site gives me the Quicksilver and then "also suggests" the SavorOne. So honestly I could probably be approved, but the limit would most likely be small as in the past.

Lol Cmon Dave, only @M_Smart007 could pull off a 6% apr from Penfed. My first pl from them was at 17.99% my latest is at 12.99% . I like their pl but only the creme of the crop get their best rates

Take a look at the Spark business card on their pre-qual site, they've been really pushing that on TV commercials. Their business cards report as a personal card on your credit report, they might be more generous with a biz card after you closed several personal cards. I think the AF for Spark is waved the first year, Spark One has no AF. I have a Spark One and get endless BT offers, the difference is rewards, Spark is 2% on everything, Spark One 1.5%.
