Are all CLI a HP or can I ask for a SP?

It seems that some banks do SP and some do HP. When you have a lot of cards and you're trying to get CLIs every 6 months, those HPs will really take a toll it seems. Can I ask only for SP?

Specifically asking about Barclays, Chase and Amex.

Amex is usually a SP. Keyword: Usually

Chase and Barclays generally any customer initiated CLI requests is always a HP. Sometimes they will auto increase your line. Chase rarely sends an email saying your eligible for a SP increase. And Barclays you can ask if is a SP is possible.
