I tried target tonight and their equipment was only "programmed" for EBT chip cards, I was slightly infuriated, so after having a major breach the only thing they are concerned about is Gov benefit cards????
No, it's more likely that they don't want to slow down transactions with confused customers before Christmas. Same as Walmart enabling but not enforcing the chip (which might be worse, actually, as they can calim they're chip-enabled without much security benefit).

I wonder how the new cards will look. Looks like the location of the chip would go through the "Discover" text on some cards. Would be nice if they came with some new designs, but hopefully they don't mess it up *cough chase freedom cough*

If you jump to 17:33 you can see the most official card art we have access to, I THINK this came from Discover but I'm not sure (they look like stock images provided by the issuers. Yet, we all know how out of proportion card art can be (see: Chase Sapphire Preferred).

Discover does support at least one mobile payment platform though - Google Wallet. About a week before the launch of Apple Pay, a message to add my card to my Google Wallet popped up in my Discover account. I did. Works beautifully. Google Wallet and Apple Pay works differently in that Google Wallet does not require verification from the banks since you put the verification info in yourself (like the 3 digit code, etc.), and as such any card works with Google Wallet. apple pay messed up my google wallet usage , CVS shut down nfc payments. I liked tapping my phone on the nfc reader at cvs, but alas you can't do that anymore.
