This was on my TU credit report I got from Experian.

Here you will find the business names of those who have obtained a copy of your credit report, including lenders, landlords and employers. Remember, inquiries remain on your report for up to 2 years.
This is where that inquiry was.
Now I just got my credit report for TU from myFico and I don't see the inquiry at all?
Pretty sure it was a SP
This is the problem with 3rd party reports ....not always accurate IMHO

It's conflicting information, I'd be confused too. The fact that your TU report shows it and myFICO doesn't indicates SP, but the text you provided above sounds like a HP.
Honestly, if it's on your TU report then don't take Experian, myFICO, etc word for it. Call TU directly and have them tell you whether it's a HP. Go straight to the source. They'll let you know immediately.

Ah geez....I just realized the inquiry was from July of 2013, not 2014. Still confusing why it shows on TU report from Experian and doesn't show from myFICO TU report but I not that concerned now. The inquiry in 2013 was for an installment loan.

I believe it's a SP. If Chase indeed wants to HP you, it should state very clearly (in the email) something like "by submittting your request you authorize us to obtain a copy of your credit report blablabla ..."
