since i got 3 capital one credit card wondering if i am able to apply for this card and what type account is it or is it like walmart

As of Monday, this is no longer the case. When the card was with Comenity, rewards were issued in $10 increments that would expire (which is also how the 2% back for the higher tier membership worked for non-cardholders). CapOne has rewards that do not expire and can just be redeemed like other cards. (See reply below.)
OP, as the card is brand new to CapOne no one will be able to really make any clear statements on policies when you have several other CapOne cards already or speak as to the underwriting standards. If the three cards in your signature are a complete picture of your credit profile, an approval when the card was with Comenity (that was up to 5 days ago) would have been unlikely as the starting credit limits were generally significantly higher. As CapOne declined to transfer a number of accounts, it can be assumed that their underwriting standards will likely be higher than the previous issuer.

Now I'm confused! According to their site:
Granted the rewards dosen't expire anymore but they are not cash back and still can only be redeemed in BJs. To my understanding!
Ooh good catch, @CYBERSAM ! They seem to have changed this with the actual rollout. I was recalling this change from the not-yet-public web link a few months back. They did indeed change it to BJs-only redemptions with a $10 minimum. But at least now they do not expire and are no longer in $10 increments, just a $10 minimum.
