I know I've seen other members mention the only real pre-approvals from BOA have to come through your account but I received in the mail today a pre-selected offer with a specific APR and opt out language at the bottom. There is a specific offer code as well.
Does this still mean nothing and it would be equivalent to a cold app?
The offer code exists to make it easier for their marketing department to evaluate the effectiveness of this specific promotion.
At some point within the last 2-3 months or so there would have been a bulk campaign looking for individuals that met some set of minimal general criteria like for a theoretical example people living in zip code 12345 with FICO 8 score at 680+ and no BK reporting. You met whatever conditions were in place for the screening so this was not exactly at the level of a cold app but it wasn't even close to being a valid preapproval.

That theoretical example is great @coldfusion I had no idea thats what those codes were. Like Ive said, I learn something new EVERYDAY here. I can spend all day here like my daughter does on Tik Tok..
@coldfusion Thanks for the definitive answer. While the mailing didn't say pre-approval, it definitely had the appearance of one. I guess BOA is similar to Chase in the only way to get a real pre-approval is through your account.
