I agree also, for me the hard pull was worthi it, i have 3 accounts with them, went from 5000 to 10000 on one of them and from 1000 to 3900 on the other with a hard pull, but that was only after having the accounts for 4 months with very little usage on one.
Yes, it's possible, but you will have to wait for an offer to submit a request. I logged into my account 3 months ago and got a notification to request a CLI about a year after my last request which was an HP. I pulled the trigger and it was a SP. Took me from 17k to 20k. I requested two CLI 2 months later on the same day, which was a HP. Total limit now is 30k.
Unless BOA provides you an auto CLI, which would be a soft pull, they are going to do a hard pull for a CLI. That said, many people find that once you take the HP, BOA can be generous if your profile supports it.
If it's a card you use a lot and you're running against the limit, etc, maybe it's worth it. But if the 11k is really sufficient for your spend, no reason to waste a pull just for utilization purposes IMO.
There's always the old-fashioned way. Spend a lot for a few months (> 50%). Wait for auto-CLI. Rinse and repeat.
Third quarter of last year I started using my card a tad bit more. Logged into my account in December to a message to update my income etc etc....got a soft pull additional 3k. Took me from 5 to 8k.

I got a BT for $1,000, then after a year they increased my limit from 10k to 14k (auto-CLI)
DW also got BT for $3,000, auto-CLI after 12 months
