Bank or Card with biggest starting balances

If you have decent fico scores (700-725), which bank or card would you recommend that has the biggest starting balance? I want to increase my credit utilization.

Do you mean credit line/limit?

 

If yes, the biggest lines I've got , were from credit unions.

Do you currently have high utilization?  If so, that may impact which cards would be most likely to issue a decent CL.

I'd definitely say that a credit union would be your best best as well.  If you're eligible, Navy Federal Credit Union seems to be pretty good with limits.  NFCU gave me a $14,000 credit limit on my Cash Rewards Visa, while none of my other cards have a limit above $2,000.  My TU and EQ FICO scores are both around 675.
