It is not about community property states in particular (I don't know if that was what you were researching), but it does address how the new change to the CARD act will better allow stay at home spouses to obtain credit cards in their own name.

My question was more about Community Property States as my wife and I both work and was wondering of using our combined income.
I think it would be fair for your wife to put half of your salary down as her income. I think she would need to be honest though and put none under the application. This obviously would probably mean she wouldn't be getting instant approvals and would probably have to call and explain her application but I think it is better to be honest.
Looking at that other thread I think that this will be changing soon anyways to account for situations like you and your wifes.
