Did you take a look at the backdoor numbers thread?

You don't need a specific number for the best buy card

AWESOME thank you ExtraCr3dit!!!
Welcome and you're welcome!
To request a cli, I would recommend using the online form
https://www.accountonline.citibank.com/cards/svc/CLINext.do
If not granted, you can call the backdoor number to speak to the credit department.

I've requested cli's on my online acct with them but it comes back saying "this feature is not available at this time" or something to that effect. my sl is $500 since i opened in about feb/march of this year. i pay them off or keep the balance down to 10% every month. Not an account I want to keep long term after I obtain the biggies, but it is one that approved me when no one else would. I've called about a month ago and was declined, trying to purchase a plane ticket but my balance is so darn low. Now I just want to increase my UTI, i don't even need to use the card since I got Chase FU. if increasing will mean a HP then i won't bother with them. i'd rather have a HP from disco or amex.

Ah it's a SL, didn't get that. Going from secured to unsecured is called gratuating and does cost a HP at most creditors, and is not simply considered a cli.
disclaimer: don't know about citi or this card specifically, search for 'citi graduate' eg
