Agreed on waiting with those scores/your profile is thin. I was denied recently.
Denial reasons... an old collection, too few revolving accounts, and too many recent inq's.(I had three inq's when I apped) Collection is in dispute from 2012-13.($500)
I had two credit cards,(One was $0 balance and other had $33) an auto loan, and a credit line from my bank.(reports as installment loan) Four accounts in perfect standing was not enough.
I did pick up a CF, BoA, Discover It, and a QS1 so I'll hit Citi in 6 months to a year. I'll go for Amex BCE first though, they denied me too for the same reasons as Citi.
Citi DC is a good card to have, regardless of the EQ FICO. Their 1% + 1% scheme is a bit overcomplicated, but it is nice to see a lender encouraging good behavior by rewarding you for paying down your balance as opposed to encouraging you to drive it up. Effective 2% on everything is better than any other card currently offers for non-category purchases. Also their Price Rewind and Citi Private Pass perks are nice, and the WEMC benefits like purchase protection, extended warranty, etc. have better coverages than with most other cards. Virtual account numbers are also a very nice security feature, though I suspect other lenders will start providing that soon.
I would wait until your credit profile is healthy enough to support a BCE and/or DC approval.
