It depends on the MCC code chosen by the restaurant. So, even if a place says restaurant in the name, it doesn't count for dining if it doesn't have the appropriate MCC code. You can look this place up to see what their MCC code is via the Visa Supplier Locator.
You just need to submit a dispute for the transaction and state what you just said.
5812 and 5814 are the only MCCs that should trigger restaurant bonus categories on Visa cards for Chase.
Don't grocery stores have some of the lowest combined merchant fees for CC processing, and restaurants some of the highest?
