I'm not planning on buying a tv tommorow but I feel like it's time to graduate to lower apr's since all my recent apps have offered me 15 to 19% apr of course my oldest cards will have the highest apr's

I'd love to know how these CC thinks. When applied for the Venture card during the Capital One Sale last week, they gave me a ridiculous APR of 20.9% which I think is really high as others got better terms. I won't complain as I have a nice limit and won't be carrying a balance.

There's not a whole lot of background to work with here.
What are your FICO scores? Have they increased a lot since you opened the Freedom card? That would seem to be a requirement to ask for or expect an improved APR.
What other cards do you have? What APR have you been getting with recent apps?

especially the same lender but with a different card .. Barclays 10,99% on 1 card and 19,99% on another, Chase 15.xx% on 2 cards and 22,99% on another..... it makes me feel I am a different person.
....but the weirdest is Chase's monthly 0% BT offers on Freedom ???
The APR on a Freedom card is irrelevant. Freedom is NOT a card designed for carrying a balance. Freedom is a rewards card. If you need to carry a balance, there's nothing wrong with that but Freedom isn't the card to carry it on. If you don't have any cards with an active intro 0% APR then you should look into a Credit Union card that would be much better suited for carrying balances. The APR on my GA's Own card is 9% and the APR on my DCU card isn't much higher. DCU gives me 0% BT offers all the time. Ring may also be an option.
If you need to carry a balance, carry it on a card that's designed for carrying a balance. Freedom is the wrong card.

I am considering this possibility but down the line if I check preapprovals and see 13.99%, I'm jumping on it.
I feel like Chase is kind of stingy with APRs -- most Freedoms or other Chase cards I've seen outside of the travel ones with fixed APRs, always seem to have the 18.99% or 22.99%. I've only heard of a small handful of 13.99% Freedoms, leading me to believe your credit has to be basically outstanding to achieve that.
