My guess is clicking "replace" instead of "ignore" on spell check might be the culprit. I just hit Spell Check for this post and "Clips" was offered as a correction option for "CLIs". Since CLI and CLIs are commonly used in these threads, you might want instruct Spell Check to accept (ignore) those common abbreviations.
I have had a secured card for 16 months @ $500 and have never gotten a CLI, I use it every month to about 15-20% then PIF...my score recently jumped about 100pts and I haven't seen any softs from them since the big jump...lets see if that makes any difference. The score diff is from about 620-720, which is a pretty decent threshold to cross.

Have you tried bringing util down to 1-9% before it reports?

IS there such a thing as a PC with Cap one. I as recently told that my $1100 card has reached it ceiling. It's one of my oldest card. So even if there was a PC, would I lose the age?
I have not heard of a PC with Cap One. I would also hate if they had to HP all 3 CB's
whats the difference? they know my account activity, if my util never exceeds 20% and I PIF, why would I be concerned about what the util is when the statement cuts? they just suck at CLI's, period.

CapOne is just not a very forgiving bank. I got my first credit card with them when I was 18 and I took it over the limit within the first few months of having it (they only gave me a $200 limit) and I missed one payment within the first 8 months too (I was young and knew nothing about taking care of my credit) since missing that one payment, I've PIF on time every month for 6 years and they've still never granted me an increase. It sucks because they're my oldest account so I can't close them.
I say they're unforgiving because they won't give me a CLI but they approved my mom and gave her a $1000 CL after she bought a house in 2008 (and she had a forclosure and a bk 4 years prior) they even sent her a letter in the mail saying that if she paid on time for 3 months she could get a CLI.
Cap One IS one of the most forgiving banks out there. Depending your reports, I bet if yo applied for another card you would get it. It's not personal with them. They just don't typically give out CLIs!

I doubt your not getting a CLI has anything to do w/your history w/them. The forum is filled with posts from people who have had impeccable histories with them and not gotten any CLIs.
The vast majority of the difficulty dealing with capital one is from their builder/rebuilder cards. We rarely hear anything about the ease or difficulty of getting a CLI with their prime products. Would be interesting to know if there is a difference.
