Yes! I checked my eligibility on my measly cap one $300 starter platinum that they early CLI'd to $400. I am a little past the 91 day mark, and they offered me the Regular Quicksilver no annual fee 1.5% cash back.
Same terms as my Platinum. Accepted of course. New card comes in the mail 7-10 business days. I can continue to use my old one in the meantime.
