It probably is YMMV, and also just waiting until whatever resistance they have to PCing it erodes. Almost 10 years after opening, my $39 AF Platinum just got PCd and CLId to a respectable $4.5k Quicksilver (regular, not One). No AF. Probably could have done it earlier but was busy with other things.
I have a crappy Platnium MC with cap 1 and tried to do this but they told me i wasn't elgible for the conversion to quick silver. I asked for a reason why and all they said was: "Unfortunately, we aren’t able to upgrade every account to any Capital One product we offer. We’re constantly making new options available, so you can always check back in a few weeks to see if new offers are available"

I have the MTV VISA thats being converted to Journey card next month and I wonder if I can PC my card to a OuickSilver? I've called before and been told its not eligible because its a MTV card.

If I was able to PC my Journey card to a QS, I'm guessing you're also able to do it, but I've had my Journey card for a year so I don't know how long you'll need to have the card to PC it & congrats on your PC.

You can still end up with QS1 without the annual fees. my platinum PC to QS1 early this yr with annual fees waived for good.

If they said that there is no AF, then you got the QS, not the QS1. I just did this the other day via secure chat, and received documentation today (3 days later). They said the card would arrive in 7-10 days, so I'm assuming the picture of the card on the web site will be QS when I activate that card. They've also added the cashback rewards on my current page.. I was very surprised they didn't send any documentation to me (email, or posted on my online account) after the conversation via Secure Chat.
Don't worry, things will work out when the card shows up. And if it's not what you expected, you have the screen shots and info, so just call in and get it cleared up with them over the phone. GL!
My platinum mc w/29 annual fee was PC to QS1 with annual fees waived permently. starting limit was 500 and after 5 months went to 1500.....current.
I just got a call from EO office today, after sending email this morning for a cli. I asked for 4K, and she said it will take couple of days b4 I get the answer.
I have had this account for 18 months.

It is possible that I will get the QS1 with out an annual fee, but the online rep assured me that I would be getting the Quciksilver cash rewards card. She never said Quicksilver One even after I asked which one I would be receiving.

AFAIK, they PC cards to the same payment network. While a newly opened QS is Visa and a newly opened QS1 is MC, it is possible to PC and have a QS MC if your original card was a MC. That's how some people have QS WMCs (with the cool monochromatic MC logo!).
In any case, a PC is not a new TL at Cap One. You keep the same history.
