When you say buy cell phones do you mean paying the monthly bill or actually buying cell phones?

My top pick is the US bank Cash+ followed by the BBVA Compass Clear points.

U.S. Bank Cash+ works for both buying a cell phone (electronics stores) and cell phone service.

 

5% cash back.

Verizon charges extra for many of their plans if you pay for service with a credit card (other than theirs). The difference is far more than you'd likely earn in rewards. I'm not sure about other carriers.

Some account types have a $2 convenience fee for one-time website or over the phone payments, but for auto-billing not only is there no charge but sometimes an additional  credit.

I'd have an Amex Platinum anyway, so the $20 monthly allowance for each (in lieu of airport lounges which are mostly closed) is nice.

Chase Ink if you want to be in UR system is nice for streaming and cell purchases/bill. That assumes the ability to show a business source of income. 

 

Otherwise the Cash+ is a good bet.

Verizon's autopay discount explicitly requires paying via ACH or a debit card. You used to get the discount just for having autopay on, even if you paid early with a credit card. Now they claw back the credit.
