I'm a bit confused.
Historically, calling Chase and requesting a CLI would always result in a hard pull.
More recently, they added a "request CLI" link in the website/app, and if you have a pre-approved "CLI offer" waiting, you can receive one without an HP. But many here have reported no success with this, myself included... it always says none are available.
Now in this topic, I'm reading that you can call in and request a CLI and have it be SP? But... is it just that they're looking to see if you have a pre-approved offer waiting, they'll give it to you without the HP, the same as if you used the website, or are actual requests for CLIs soft pull now?
I wonder if what happens is, you call, they look for pre-approved offers, if you have one, they give it to you without a HP, but if you don't have one, they would then do a HP and go through the approval process for a CLI?
I also wonder if the reason I never can get a CLI through the website is because my reports are frozen? I wonder if I unfreeze would I then get an offer? I'd hate to do this and then get a hard pull.
No luck for me. Update my income. My spending on the card rarely hits 10% UTL let alone 5% and I'm at 22K. That's enough for me but if it were available I'd take another 3K.

All I can speak to is confirming the OP, based on my experience today. Per the CSR, calling in for a CLI is now a soft pull. I too have received the same message about not being eligible when trying online, but the rep was able to try the request for me, asking the usual questions about income, housing etc.
Again, confirmed by the rep that no hard pull would occur for a CLI.

I posted last week about getting CLIs on both my Chase cards. And as you mention, the rep on the phone said it would be an hp but in the end, I didn't get an hp for either of the 2 requests. So it does seem to be an sp now if eligible and that's great considering the CLIs I was able to receive.
Thanks for this update bc I was waiting for those 2 hps to appear but never came.

So did you get CLI or not?
I didn't, it was a denial for me. I'm waiting for the letter in the mail to see what the reason was. The rep couldn't tell me over the phone.
In any event, it's good news that no HP needed now.

It is a HP if SP is not available.
So, if app says no soup for you, CSR will get same automated response when one calls, the only way to proceed would be via HP .
