Requested a credit limit increase on my Chase Slate, I knew it would be a hard pull. Previous balance was at an embarassing $400. I asked for $1000 and was offered $700.
I regret requesting a limit increase now.
What did Chase ask you for CLI?

Chase is becoming more like Amex, since that's their primary competition these days. Income matters quite a bit, but your scores are also quite low. Those two factors combined, combined with your current low limit, are what's likely holding you back.
Getting a CLI from $400 to $700 is a 75% increase though. That's a lot for 1 CLI, given what you started off with. That'd be like my United Card going from $25,000 to $43,750. It's all relative.
That's really not a bad increase, considering everything. From $400 to $700 is a 75% jump. When I ask for an increase on my Freedom in February, I'll probably ask for $5 or $6K, but I'd be happy with even $3K. Just give it time and let your scores rise.
Anyone know a way to request a CLI increase from Chase by via SP?
OP, congrats on your CLI, it may seem small now, but with time you will get higher limits!
I do not think you can get a customer requested CLI with Chase with an SP.
If they give you an auto-cli, that would be soft. But if you call them, they wil HP.

Too bad, I really wanted to increase both my cards, but I don't want to waste HP for it.. I will wait until my BCE is at $9k then I will request it.

YMMV...I received a customer initiated $10K soft pull increase on my freedom back in June by calling the exec office....
