An in-store purchase made on 3/31 that posts on 4/1 or later, does it count for Q1 or Q2?

IME, as long as the transaction date is in Q1, it will count. Except in rare circumstances (e.g., system is down and everything gets processed manually after the fact) this should never be a problem for in-store purchases. Online purchases, of course, are a different matter.

This is not true. I had a Macy's purchase at end of year, for a pc of furniture. It was delivered toward the end of year, like 12/30 or something. The transaction was posted early 2018 and it missed the Q4-2017 department store 5%.
The Term & Condition clearly states that the bank goes with the posting date, not the transaction date. So be aware of it.
