THis happened to me yesterday - I filled out a second time on my iPad and double clicked the box you check and it finally worked...it did take a while before the box was checked,,
I tried what was suggested earlier, check to agreement box so the box changes color and then fill in the information. I was then able to submit.

I was experiencing the same exact strange behavior, and this is what ended up working to make the button clickable for me: before you enter any personal info into the textboxes for the pre-qual page, first click the checkbox that you agree to the terms, the Submit button should now become active and change colors. Now enter your info, and click the Submit button. Hope it works OK for you too, good luck!
