Totally! ^ lol
I also think you answered the question wrong, i feel most banks don't like to hear the words "hard times" as it could likely happen again.
"He wanted to know why I ran my Chase card to $18,000 in February. I told him times were tough but I worked through it and as you can see my balance is now only $2,000."
I would have simply said "because I could"' , or rather "because I had some unexpected expenses come up that need more time to repay".
That said, one shouldn't have higher that 28% UT on cards when asking for more, as it's technically under the suggested 30%. And the chances are much better at 18%.
$3000 CLI! called recon today and told the guy I made a big payment on my high balance us bank card.
He said he didn't see it but it seems like you make on time payments so let me review your file.
And boom! Pretty happy!
I'm going to go call recon again tomorrow and see if I can recon this again!

You get card shut down, you recon, they reopen, you ask for CLI, they deny, you recon, they approve CLI,and now you want to recon previous recon?

Thats correct.. Am I doing something wrong?
Isn't the point of recon exactly what I'm doing?

I think what @Remedios is getting at is...look, there's poking the Chase bear and then there's what you're doing. You're almost tempting Chase to shut you down again and this time they'll have a legitimate reason to keep it that way, too. I'd say be happy with the CLI you got from them and if you want to request again do so in six months at minimum. Let things cool down after all the action that has happened

Congratulations on your CLI!

If you want to keep this card, no.
You already did recon. You can't recon recon. Next rep will read previous notes, thank you for your time while telling you it's not happening. Thats a good case scenario.
Second one, but just as likely is they refer your account for secondary review,at which point permanent shutdown happens because it looks like your main intent is to run up the card again. That's a risk mitigation, and if you act like textbook risky customer, they will treat you as one.
If they wanted you to have the original limit they, would have reinstated it.
You can willingly give Chase some breathing room, or they will make one themselves. They aren't shy, but you should be.
Also, one thing to keep in mind, Chase frequently sets conditions at approvals and reinstatements. Those aren't public, but they are present. Chase subscribes to alerts from CRAs, so expect tighter supervision for the time being.
They may have you flagged for small utilization increases, new mystery negatives etc. If you can think of an alert, CRAs have it.
I wouldn't drive near their branch if this was me and I wanted to keep this card, but that's just me.
You're the only person who knows your own risk tolerance, so you do what you think is right for you.
Okay, I'm going to go in the garden for awhile...

Stop playing with Fire. Chase isnt recon friendly as it is , sanz torture session lol, and you want to keep pushing your luck?
also Op, for future reference recon is usally for a denied app or cli or maybe a situation such as yours so they have a chance to hear your side of your problem. Reconing a recon , especially a recon that ended positively, really shouldnt be done. There sre a few cases where people are persistent and overdo a negative recon but again nit recommended especially nowadays. Enjoy your cli
