Not necessarily a fluke. Those offers generally, while no guarantee, are pretty solid. Does it list a specific APR and not a range If so,t hat's a pretty solid preapproval and the banker at a branch would see the same thing, nothing more.
The banker might see something that's even better than what you see online. In my case, the banker saw an offer that doubled the online sign-up bonus for the FU card.

Good point.

I logged back into my Chase account to check for a specific APR, whether it asked for income and mortgage info, etc. I saw, to my dismay, it was not an actual offer for a CSP for ME, but like AJC, bonus points for referring friends to a card I, myself, do not have. Excitement short-lived. Whomp whomp.
I've got that same offer on my account. Makes me jump every time I see it. Jerks.

So chase has two offers that I'm interested in. If I app, is that 2x HP or just a single?
It's completely a YMMV situation. Best case scenario, you end up with a single HP on one credit bureau. Worst case scenario, you end up with a pair of HPs on two different credit bureaus. Some people have reported success getting a single pull on one bureau, but they do often pull 2 reports for an app and that could be doubled if applying for two products. So the best I can say is that you'd get 1-4 HPs for two apps.
