I have never heard of this but the problem may be that you have a special offer on one of them. I move my limits when Im not under any special offers, both accounts are also years old. Also possible the FF isnt old enough to do this.

That is odd, I just moved $40K form my Chase Amazon Visa, (pending the Amazon deal)
$20K to Chase Freedom Flex MasterCard (recent PC from a Freedom)
and $20K to Chase CSP VISA.
It was a simple less than 10 minute phone call.
The issue could be what gdale6 stated.

I'm willing to bet that's the real reason. CSRs are not often known for being well informed.
