I travel a ton in europe & asia, and even UAE. Never had chip+pin on any of my cards, chip+signature has always worked fine. Occasionally, in areas where foreigners like myself don't frequent, the clerk will look confused when the receipt prints out with a signature line on it, but I've never had a difficult time with a credit card transaction anywhere I've been.

I had a problem in Nothern Scotland driving early in the morning and every gas station was closed.  Finally find a open gas station that is open with 12 miles left on the tank and it is automated station requiring chip and pin. Had a Barclay Card that was supposed to be chip and pin but got rejected.  So ended up having to drive to the next station listed on gps which was six miles away. Luckily this one had a person working there and got gas running on fumes.  So I would say it would be nice to have a working chip and pin card.

Also was at a parking lot once where none of my credit cards worked because they didn't have pins but fortunately it accepted my bank card with pin.

Re: Chip and Pin Priority

Last time I was in Europe I had occasional problems with a chip-and-signature card.

At a beer garden in Munich there was a minor "panic" when none of the attendents could find a pen.

At a sandwich stand in Paris the man just shook his head and gave me the card back.

I've asked SDFCU to send me chip-and-pin card which I can at least use as a backup if my cards with better rewards fail.
