OK, maybe it's a dumb question ABOUT Discover, but still...
DW opened a Discover IT in December...her fourth statement just cut, so I had her call for a CLI.
Denied.
Ran her through the pre approval, and she's got a BETTER offer than the IT account she has.
In other words, NO she can't have a CLI, but she can have another account...really?

I don't think I understand. How do you know it's a better account? (The terms offered in the pre-approval?)
On a side note: I don't think the pre-approval is meaning anything lately. Anyone know?
Yeah. That.

yeah pre approval definately mean anything , i kind of fell for that trick when i applied for discover IT. I got pre approval in the mail that i would get 0% for 18 months , when i applied i didnt get that , i got 6 month 0 % and then it was increased to 3.99 %. Don't know how long that rate will last for ?

I understand slightly what you mean, but you just have to know that companies don't think logically when it comes to that kind of thing. Chase is similar in that they will deny a CLI to you but will approve you for a new account. It happens. I would just take it as it's just a not right now kind of situation. We aren't guaranteed that at 3,4,5,6 months we will get a CLI just is a bonus if it happens. Don't get defeated or upset that it hasn't happened this month, might be next month or the next or the one after that. Best of luck!
