FYI, just as a data point of sorts: the Western FCU fixed-rate VISA apparently has no fees for either BT or cash advances (i.e., similar to Barclay Ring's no-fee BT and $3 charge for cash advances?). I was recently approved for their fixed-rate card at 12.5% F, although technically applicants can be approved for as low as 8.99% F. Also their bank branch staff are very friendly; I would personally very highly recommend this CU!
https://www.western.org/uploads/docs/Western_Credit_Cards_Compare.pdf (2nd page of PDF file references the no-fee info for BT and cash advances, for the fixed-rate card)
ETA: also no geographical limitations or restrictions for eligibility to join, AFAIK
Thanks OP for the details, I have DCU Visa which is also same i.e. no BT or cash advance fee and 6 months interest free BT every year after the holidays.
Just curious, did you become member first and the applied for the card and do you have any other accounts with them? Any idea how they look at BK on file? Overall their general terms seemed to be very appealing, thanks for the info
Judging by the database, it looks like they pull EXP. Is that what they pulled for you?
Was it just one HP for membership and the card?
I have a PLOC with them and yes they pulled EX.
BK friendly? SP or HP to join?
Very BK friendly. They gave me a $25k PLOC with a BK reporting.
I believe the membership was a SP. But the PLOC app was definately a HP.

Is that part of terms, or is that just a promotion that they just have run every year after holidays.
I have WESTERN -- 2 cards. Fixed rate VISA and thE REWARDS card .. Fixed is $3,000 CL and REWARDS $7,000 CL.... They are AMAZINGGGG! Very home feel -- and I love the no fee VISA. The REWARDS card is okay in terms of rewards, not great -- but higher CLs usually and interest for me is 15.99% which is good, as they use FICO 04 usually and mine is considerably lower than my FICO 8.
I HIGHLY recommend !!!

Had to apply for membership first, and also establish a checking account, before I was considered to be eligible to apply for the credit card. Sorry, not really very familiar though, with how BK-friendly they are.
