HP on CLI request count towards Chase 5/24 rule?

The 5/24 rule means 5 new ACCOUNTS in 24 months, not 5 new inquiries.

Too many inquiries may also be a reason for denial, though.

They don't count HPs for the 5, just newly opened cards.  Between TU (2) and EX (4), I have 6 HPs from Chase alone.
